Which program runs processes /etc/logrotate.d ?

I am using Caldera 2.4.

I am messing with my syslogs for the first time in some many months.

My logs are being properly rotated and all, but I can't figure out which
program is doing it.

There is a directory
 /etc/logrotate.d which contains:
 .conf ftpd  samba  syslog  tr   

which contain the configuration for rotating the various types of logs.

Problem is, I can't figure out which script/program is accessing these
configuration files.

Any insight appreciated,
