Well, it turns out that I specified the ScriptAlias wrong.
I also needed a Directory listing that enabled cgi-scripting,
<Directory "/<path to SxS>/cgi-bin">
AllowOverride None
Options ExecCGI
SetHandler cgi-script
Order allow,deny
Allow from all
</Directory>
So, it works now. WooHoo!
