Preempt patch

I'm talking to him about this.  I also found out that ipsec (FreeS/WAN)
has a problem on the first startup.  I have to stop it then restart it. 
After 3 reboots, both PCMCIA and ipsec problems are 100% consistent.  Not
a good sign.
