solved ndc dumpdb problem

For some reason this command wasn't dumping the bind cache, although I
proved it was caching.  I ran ndc stop then ndc start while working on an
unrelated issue, then on a whim I did ndc dumpdb and it worked.

The strange thing is, I have restarted the server numerous times since the
problem surfaced.  Anyway, now it works.  Thought I'd share that.
