What tool to configure XF86config

I am having trouble configuring my XF86Config file after installing RH 7.1
without an X server.
The two tools I know about,
xf86config and
setup (which runs Xconfigurator)
give very different looking XF86Config files. Using startx:
When running startx :
when I try to use xf86config, I get errors about wrong
subsections.
with xconfigurator, I get no valid modes.
Any insight appreciated,
