On that remote windows machine, define noisy in the hosts file as that static 
ip and tell outlook express to connect to noisy for imap. That way the server 
it is told to connect to and the name on the certificate will match.

On NT-kernel windows machines, the hosts file is 
c:\Windows\System32\Drivers\etc\hosts. Don't remember on 9xME.

Simple workaround.
