apt-get holding back on me

I'm trying to update my Ubuntu (Debian) server. When I do ]apt-get upgrade' I 
get this:

The following packages have been kept back:
   linux-image-2.6-386 linux-restricted-modules-2.6-386

How do I get apt-get to install these updates? Tried using '--ignore-hold'. 
These are "special" likely because a reboot is needed afterwards. linux-image 
is a kernel update.
