usb support in kernel 2.4.28

I followed the usb flash memory how-to to rebuild the kernel:

however, there is still no /proc/scsi after reboot.
/proc/bus/usb/devices listed my USB DIsk Pro, but I could not mount it 
via SCSI support.

what am I missing?
