This is true. 

I just tried to figure out why it works in my office and not at home.
When I send out an email with SSL, I get the warning of non-root CA because
I use self-signed CA. If I click yes, then there is no problem. 

When I click no, then of course Outlook refuses that connection. When I try
to send again , hoping it will ask me that warning again in order to select
Yes, but that one never appears again, even when I close Outlook and open it
again. And Outlook hangs in this case when I try to send again ( after No on
the warning ).

There is a "hung & hidden" Outlook somewhere in this case. I have to log off
( or maybe to explicitly kill it ) and then log in again.

Anyway, I am happy that it works now.

If anything will work the first time, then I have to look for another job
