Frankly I can't imagine any public Usenet server doing this.  Two points 
come to mind.  Namely the cost of bandwidth to provide such an service 
would, I think, be onerous.  Added to that is the liability of being a 
repository and transfer point of infringed copyrighted material.  I 
suspect you will have to go with a pay-for-service Usenet provider to 
access any binary newsgroups that have content.
