gentoo kernel upgrade problems

I am trying to upgrade my main desktop.  It is gentoo kernel 2.4.20-xfs (yeah, 
I know, not real great).  I did an emerge and got the 2.6.9 kernel.  I changed 
the '/usr/src/linux' link to point to the new directory and did:

# make mrproper
# make xconfig
# make
# make modules_install

That spit out a vmlinux executable and a System.map that I copied to the /boot 
directory.

I setup a grub.conf line that reads:

 >kernel (hd1,2)/boot/vmlinux-2.6.9  root=/dev/hdb3 > /var/log/boot.log

and left System.map as the same name.

When I try to boot, grub reports:

 >Error 13:  invalid or unsupported executable format

What steps am I missing?
