It doesn't really, what having a locked root account does is prevents
dictionary attacks against the root user (since most folks' choice of
passwords is hideously unsecure).  So it removes one attack vector. 
It's along the same lines as disabling password login in ssh and only
allowing keys.  Every little bit helps.
