Am I the only one with license manager problems on 5.6.10D4?
With a 5 user Dev license and a 10 user Runtime license, we can't get past

The error message is "Two many users, Licensed for 10 users"

access filepro.

Just a thought, is the license manager pointing to the correct version of
filePro?
Also, it would be helpful to know what OS you are running on.
