OT: Ubuntu help (commands) - server

I realize that many of you would suggest that I use a ubuntu forum site.  However my questions should be able to be answered by many of you who are *nix users.


  1.  After Installation, any text that is sent to my monitor is very dark. I have sent my monitor to its brightest setting.  Is there a command or something else that I can do to make things brighter?
  2.  Is the a command for setting static IP address

I have not worked with *nix in over 40 years and do not remember many of the commands I used.  Even with the purchase of  a book on Linux commands, I am unable to locate any for the above two questions.  I may not know the proper terminology for the questions I am asking and that is why I am not finding an answer.
