lookup to multi field index

Having a big of a problem that I haven't encountered before

I have output processing that has 2 variables that I set and then attempt
to lookup to a file on an index that has 2 fields

za='value1';zb='value2';zc=za<ab

lookup cli file k=zc  i=T -nx

I thought if you had a space between your values it would interpret that as
the 2 fields you're using in your lookup?
The two fields in file are (25,*) and (6,*) respectively - the lookup I'm
doing, the first value za is only 13 characters long (this will vary
depending on which lookup I'm using, so I made the field length of 25
anticipating I won't have any values greater than 25) and the 2nd field
(zb) will always be length of 6

What am I missing here?
