Who deserves the credit for the rapid growth in graphical computing?

Not to mention the demand for ability to do more, bigger and faster 
(pictures, videos, ... games ...)

Also, there are more "Standards" than "Laws passed by Congress". Why are 
they called "Standards" if every company in the world has its own?
