As Mark Russinovich has said multiple times in a video presentation:
'When in doubt, use Process Monitor' !
I personally have pretty good experiences with the tools, especially
ProcMon.
That one helped me out in many occasions, eg. when I had issues on an
IIS webserver figuring out why an application refused to work.
ProcMon rulez!
