file locked

In by previous email the file in question is transaction.

This file has a number of qualifiers.  2 of which are not being used.  If I try to delete them using dprodir, I get a message that the qualifier is not available, Somebody else is using it; try again later.

I tried deleting a qualifier on another file and had no problems.

Any suggestions as to what is causing the problem with the transaction file?
