Yeah.  Verbal "50 lashes" on the first offense, written notice on the
second offense, and termination on the third offense.

This is the sort of thing that, as an admin, I truly believe should be
solved with employment guideline and policy enforcement, not via draconian
technical means that may tend to have accidental side effects.  In many
instances, you're better off making the code do the work of enforcing
policy and procedure than having to go to administration, but this isn't
one of those instances, IMNSHHO.

If they want to be gainfully employed, they should follow directions.  If
not, unemployment is at ~10%, and a good number of those people hunting
for jobs are OVERqualified.  Incompetent people that can't listen -are-
replaceable at this point.  That may sound cold, but how hard is it to
follow simple instructions?
