html :CR :TX "<!DOCTYPE HTML>"
I had a title in there. If you leave the :DT off and put the doctype you want in the :TX lines, it puts the text lines at the top of the doc.
Hope this helps someone else.
We have been working with the 3.2 quirks mode for ever.
