On XP I use Blat (http://www.blat.net/).

Build a file with the contents of the e-mail you want (including HTML 
code if you so desire) and then use Blat with a SYSTEM command.  It 
takes about a second or two per e-mail so it's not the fastest.

I understand that you can also use cURL (http://curl.haxx.se/), but I 
haven't yet done any e-mailing with cURL.
