E-mailing from filepro

Please forgive me for not being more specific. The more things I know the dumber I get. I should have taken the time to spell out exactly what I wanted to do. 

I am running FilePro 5.0 on windows xp professional. 

I send bills for different cities and towns. People who wanted there bills by e-mail would have to write to me and request the e-mail bill prior to the billing. This information would be stored in FilePro. 

I then receive billing files from the cities and towns. The two files would be merged and the bills sent out. One of my communities sends 30,000 bills. I know not all would be by e-mail but the potential is there.
