Index question

Can anyone explain this to me?  I have an index built on 4 fields as
follows:

Transmitted (1,YESNO) - blank on both records
Date (10,MDYY/) - 04/01/2008 on both records
Time (8,TIME) - 14:08:04 & 14:08:05
Transaction # - 9051994 (same on both records)

All fields in the index are NOT marked descending.  I have repeatedly
rebuilt this index with no one accessing the file and the record with the
later time (14:08:05) comes up first in the index.  Both records are
identical except for the time, where there is a 1 second differential.  What
am I missing (other than beer, TGIF et al)?
