selection set never ends

The following is a selection set that I am trying to use. When I attempt to 
use it to run a report it continues showing the selection of records above 
that which is in the file and the counter on the screen shows that it is 
selecting additional records (more than what it should be). I then break 
out. I know that it is more than it should be because I run the selection 
set in IUA. When in this environment the search stops at the last record but 
never shows the "End of File". It just hangs there.

Is there something wrong with my selection set?
