OT: Keeping e-mail 'forever'

Steve,

Exchange has had a "feature" for many years to retain "deleted" mail.
It appears deleted to the user but it can be accessed by the admin.

The company I work for is an international company with large US
offices and we contract extensively to the US DOD.  Every couple of
years the US DOJ comes along to inspect our US DOD contracts, to
ensure we are not making too much profit off of the poor old US
taxpayer, and to support those audits our systems are setup to never
"delete" emails.  This has been mandated by the US DOJ for many years.

The big problem with that is Exchange has a 16GB data storage maximum,
well at least up to Exchange 2000, not sure with latest versions, so
admining 1000's off users can be a real PITA.  It means multiple
Exchange servers and moving users between servers when Exchange on one
starts filling up. etc.
