Yes, you can use FrontPage to edit HTML.  As long as you realize that it
generates very bloated HTML, and may generate HTML that works only if
the client has Microsoft Internet Explorer and not others.  I also don't
know if you can tweak the HTML code outside of FrontPage without breaking
FrontPage's editor.

As to how do I write HTML?  I use "vi".
