Thanks to all who responded.  The symptoms are:  the first page begins
to load.  On the right is the Welcome text, on the left is the Table of
Contents.  The left side will redraw itself every few seconds.  The page
never finishes loading.  Perhaps  this is not an issue with the browser
itself but rather, like Doug suggests, and old Java runtime engine.  I'm
running this on Windows 2000.
