As far as I can tell, stty's "flush" setting is enabled if "iexten"
is enabled. At that point, pressing that key causes output to be
discarded until that key is pressed again. (I guess on slower
devices, this can be useful.) Apparently, it's active with iexten
enabled, even when filePro puts the terminal into raw mode.
Check the VDISCARD entry in termios(4).
