Error message about the errmsg file

I have a client who is receiving the following error several times per 
day in an RCLERK IUA function..

A filepro error has occurred on file
\QS1\TODO\FILEPRO\HALFQTR\LOCKFILE
line #385 & 129

PRMMESSG: can't open E:\FP_SETUP_FILES\FP5.0.13\FP\LIB\ERRMSG

Windows 2000 Advanced Server, Windows 2000 clients, fP v5.0.13RN9

Line number 385 only contains a return statement, oddly, 1 line before 
the lookup to the file titled HALFQTR which is part of a gosub routine.  
The label to that gosub routine is on line #386 which is the lookup to 
the HALFQTR file.  Line #129 has nothing to do with the HALFQTR file nor 
a gosub.  I know the referenced file contains the fP error message 
codes.  I can open the file with notepad and it appears legible.  Does 
this indicate the file is corrupt or is something else happening?  TYIA.
