Hello fellow Citizens of Washington state,
I'm writing in regards to a great piece of legislation, HB 1094, that our representative will be presenting for public comment Wednesday January 19th at the Capital Building. This bill will allow counties with a population under 50,000 to opt out of the Growth Management plan and County Comprehensive plan. Unfortunately, Lewis County and several others will not be able to opt out since our population is over 50,000. Wednesday I will be presenting an addendum to the bill that will allow Lewis county the option to opt out of the Lewis County Comprehensive plan and Growth Management. I am asking your support of this legislation by either attending the public hearing on Wednesday or by sending an email and making a phone call to Dean Takko, Chair of the Local Govenment Committee. (360) 786-7806 (dean.takko at leg.wa.gov) A copy of the letter I wrote to the sponsors of this bill is below. The public hearing is tentatively planned for Wednesday January 19th @ 1:30PM. I will be arriving at the Capital Building by 12:30PM to find out the location of the hearing since it is not posted on the website yet.
The first time I ventured to the Capital building I had no idea where I should be going or what I was suppose to be doing. If you attend the the committee hearing you do not have to say anything at all. The most important thing is that you show up, sign in and indicate that you support H.B. 1094. If you are like I was the first time I attended a committee hearing and would like someone to show you the ropes, you can meet me at the Legislative building. I will be right below the dome and the huge chandelier where the state seal is on the floor. You can't miss it. I will be there from 12:30PM -1:15PM I will be able to talk with you and let you know what to expect. My friends and neighbors are actively supporting HB 1094. We think you have come up with a great idea and thank you for sponsoring such excellent legislation.
We feel HB 1094 should also apply to Lewis County and other similar counties where more than 1/2 the population depends upon an economy that is fundamentally rural in nature.
Growth Management places heavy burdens and excessive restrictions on rural economies and we are certain that many rural Counties with populations somewhat over 50,000 would like the option to opt out of job killing Growth Management interference.
For instance, Lewis County has a total population of 75,200 (2009 census) with 45,555 unincorporated citizens and 29,645 citizens living in incorporated areas. Our county is 61% unincorporated and many of our incorporated small towns are still rural in character. Lewis County under an unamended HB 1094 would not qualify for exemption from the GMA. Please help us save our rural communities!
Please amend HB 1094 to include all Counties where the unincorporated population exceeds the incorporated population by 5% or more (even if they are over 50,000 total population).
