Another Full House Attends CAPR Banquet
The ballroom was full on May 15th for the Second Annual CAPR Banquet. This
year's event hosted three excellent speakers with a Keynote "call to arms"
speech delivered by Bob Williams, the founder of Evergreen Freedom
Foundation. The event ran three hours in length but moved along swiftly and
seemed more like a total of one. In fact, CAPR's hired event noted that she
has not seen an audience as tuned in as this "CAPR crowd".
Several awards were made during the evening including gifts of $1,000 each
to Evergreen Freedom Foundation, Pacific Legal Foundation and Institute for
Justice. The most important award of the evening however, was the
presentation of the first annual "Rodney and Laurel McFarland Award". This
award is presented in honor of past President and CAPR co-founder Rodney
McFarland and his wife Laurel. While many have labored along the way, CAPR
would not be what it is today without the work of Rod and Laurel. The
tremendous personal sacrifices they made and the time that they devoted to
the organization is staggering.
The McFarland Award will be presented yearly to that person or organization
which has had the most impact in promoting and protecting the property
rights of Washington's citizens. This year's recipient was Brian Hodges of
Pacific Legal Foundation. Brian had a number of legal victories, both
before the courts and Growth Management Hearings Boards. His crowning
achievement was the overturning of portions of the King Co. Clearing and
Grading Ordinance. Watching the Appeals Court dismantle the attorney
representing King Co. in this case, as he struggled for air against Brian's
superior arguments, was an amazing sight. CAPR salutes Brian Hodges and
PLF!
This year's event was hosted by the CAPR Legal Fund. The Fund subsidized
the cost of the meals in order to encourage attendance. Even with that and
a down economy, donations exceeded last years' event. CAPR thanks all those
who gave and attended. Increasingly, our battles will be waged in the
courts. Donations to the Legal Fund give CAPR the ability to pursue those
battles. Remember that the Legal Fund is a 501(c) 3 organization, which
makes all of your donations to the Fund tax exempt. Please consider CAPR in
your charitable giving.
SB 5808 Steals the Right to Annexation Votes
With the passage of Engrossed Senate Bill 5808, it appears that the
Washington Legislature wants to take away the right of citizens to vote on
annexations in certain cases. The bill amends an earlier law which dealt
with the smooth transfer of fire districts involved in annexations.
However, this bill inserts new language. New Section 7, Paragraph 3 reads
"If the fire protection district, annexing city or town, and county reach an
agreement on the enumerated goals, the annexation ordinance may proceed and
is not subject to referendum". In other words, no vote. Given the way it
is written this is obviously not a mistake in verbiage.
Thanks to alert citizen Jerry Galland and others, this was discovered.
Since that point, Galland has not waited to "see what happens". On May 9th
he filed an injunction in King Co. Superior Court to prevent the annexation
portion of this bill from going into effect. Not stopping there, on May
28th he submitted Referendum 72 to the Secretary of State which would refer
Sections 3, 7 and 9 to the voters for rejection.

CAPR Pierce County Chapter Special Meeting
The Pierce County Chapter will hold a meeting on Friday, June 26th to
recruit and inform the public about CAPR and property rights issues. The
meeting will be held at 6:30 PM at the Eatonville Middle School Gym. For

CAPR Grant County Chapter Special Meeting
The Grant County Chapter will hold a meeting on Tuesday, June 9th. Special
guest for the meeting will be Senator Janea Holmquist and the focus will be
on property rights issues. CAPR President Steve Hammond will be on hand to
speak and introduce Senator Holmquist. The meeting will start at 6:00 PM.
The meeting place will be the Big Bend Community College Campus, ATEC 1800

CAPR King Co. Meeting Schedule
The next meeting of the King Co. Chapter of CAPR will be held at 7:00 PM,
Wednesday, June 3rd. The meeting site is Lombardi's Italian Restaurant
located at 695 NW Gilman Blvd. in Issaquah. This month's guest will be Pat
Murakami from Action Seattle. Ms. Murakami will speak about growth and
densification issues. This will be a good opportunity to learn more about
how the so-called smart growth is adversely affecting the urban community
