Drew Wins KCD Election!

King Conservation District announced on March 24th that CAPR Vice-President
Preston Drew was elected to its Board of Supervisors. Preston was supported
by CAPR as well as a number of local organizations that worked effectively
to get out the vote. He will give KCD's Board a continued rural perspective
and should promote effective stewardship projects employed in a cost
efficient manner.

There was controversy in the election after a KCD staffer sent out a
promotion for the election and included a write-in candidate, complete with
a link to his campaign website. It was also discovered that King County
employee Perry Falcone then forwarded that email, during work hours, to an
email list of 327 addresses, plus himself five times, and also to an
addressee with the moniker "Fuzzy653"! We can't say that Mr. Falcone sleeps
at his station. Not surprisingly, his list included a plethora of
environmental groups, government environmental departments and Indian
tribes. In addition to the aforementioned "Fuzzy".

Drew's supporters would like to say thanks to the many organizations that
promoted the election and especially to the individuals who made the trek to
the polls and asked friends to do the same. In a small way, this is
indicative of what can be accomplished when we bang the drum in unison.

Supreme Court Denies King County Petition

The Washington Supreme Court has denied King County's petition requesting
review of the earlier decision by the Division1Court of Appeals stating that
the County's infamous pre-set clearing and grading rules are illegal. The
March 3, 2009 denial effectively ends a four year battle in favor of CAPR
and rural property owners. Technically, all that remains is for Snohomish
County Superior Court to revise its decision to be in line with the Appeals
Court ruling.

The case was filed in early 2005 by Pacific Legal Foundation on behalf of
property owners and CAPR. While it was originally filed by attorney Sam
Rodabaugh, the case was brought to its successful conclusion by the
outstanding work of Brian Hodges. Since coming to PLF, Brian has racked up
one significant victory after another.

CAPR and Pacific Legal have vowed to go back to court if King County comes
back with another version of the same rules. In the mean time, both are
working to try to undo some of the damage the County has done. DDES is not
currently "enforcing" the discarded rules but with damage in progress, or
done to property owners, this will take a while to wind out.

This is a far reaching decision with implications beyond the immediate
situation. It will have a bearing across the state in land-use regulation.

New Time and Place for CAPR / King Co. Chapter Meeting

The date for the public meeting of the King Co. Chapter of CAPR is moving to
Wednesday, April 1st. Also, the new meeting place will be at Lombardi
<http://www.lombardiscucina.com/MainPages/Locations/MainPages/Locations/Loca
tions.html> 's Italian Restaurant located at 695 NW Gilman Blvd. in
Issaquah. We will meet in the Banquet room.

Over the years, the IHOP Restaurant has been a favorite for meals but not
for the noise and orientation. It is a good place to eat and schmooze but
is lacking as a meeting place. Lombardi's should offer us an upgraded
experience and still allow you to dine if you like.

For our meeting, Lombardi's will offer an Italian Buffet with pasta dishes,
salad, bread and oil and a variety of drinks. The cost will be $12 per
person plus tax and gratuity. Like the IHOP, you can come early at 6:00 for
dinner and conversation if you like and the meeting starts at 7:00. You
will find a locator

20us&mag=5&lat=&lon=&ard=1> map here.

At this month's meeting we will celebrate Preston Drew's election to the
King Conservation Board and our featured speaker will be King Co. Councilman
Reagan Dunn.

Olympia Property Rights Rally a Success!

Property rights supporters came from as far away as Pend Oreille County in
the northeast corner of the state for the first annual Property Rights
Rally. The rally was held on the north steps of the State Capital on March
2, 2009. Speakers included Bob Williams from Evergreen Freedom Foundation,
CAPR President Steve Hammond along with others from the Pierce Co. CAPR
chapter, Kitsap Alliance of Property Owners, Cattle Producers of Washington
and the Christian Coalition. Additionally, a number of legislators came out
of session to speak to the gathering.

Many thanks need to go to Pierce Co. CAPR President Wendy Birnbaum and the
rest of the Pierce Board for organizing the event. Wendy worked hard on a
short timeline to make the event a success. Congratulations!
